I gave it a hard factory data reset but the behavior is the same and it shows as if it is still locked at LTE as it shows in CELL INFO.

Further I downloaded the following file which contains the Super User 6-7.3 .

The problem is solved by using the House Of Moto.
I was able to get alive my droid maxx after reflashing.
Now under testing.
