Question I need help device hakead

I had my Google account hacked and some devices that contained the account had some root and authoritative certificates installed. Starting strange behavior and several apps being installed for spying such as camera, location, data storage and media in an app called for an external location.
I've tried every way to delete everything and even doing a factory reset they still remain in the root of the system. How do I uninstall all these apps and remove the "administrator" from the Android device.

What spying apps have you discovered? Can you show a screenshot of that app information? Are you certain you bought these phones brand new, or might they have been used or refurbished? If the latter, then perhaps they were managed work devices at some point, and the seller never mentioned that.
