Question Large grey block wit sad icon in center

On my Galaxy phone, where I think a photo should be, instead I get a large grey area with a sad icon in the middle. It looks like there should be a photo there. It's ahs been like this for years. It looks like a place marker. How can I get the photos that should be there? do I need a specific app?
