Microsoft outlook contatcts - can not add

I moved from windows phone to android over Christmas, I got a Moto X and the wife a Pixel.
Neither phone will let me add contacts to my Microsoft outlook account, I can view the contacts, but I have to add new contacts to my google account.
I do not get an error or anything, just add a contact and in about an hour it is gone, not saved to the cloud.
Anyone using their Microsoft outlook account as the primary contacts storage with the ability to add/edit contacts?

When I switched over to Android I just migrated all my contacts over to Google so I never tried to sync them as you are attempting to. If you use the Outlook client for Android that will sync mail, calendar and contacts from Outlook.com. I personally use Nine now because it just works the best for me but it's not cheap.
