my alcatel one touch is trying to turn on but shuts off after getting to 100% load

my alcatel one touch is trying to turn on but shuts off after getting to 100% load when plugged in to charger. And it won't turn on at all if unplugged. When plugged in to either the wall charger or the computer, it does the 0% to 100% screen, then shuts off and repeats....none of the reset methods work, because I can't get the screen/phone to stay on.

Welcome to Android Central! The battery might have failed. How old is the phone? Which One Touch phone is it, and does it have a removable battery? If so, then try a new or different battery.
