I've connected the Note 9 to a Chord Mojo and played 44 kHz, 96 kHz and 192 kHz from it through USB audio out - and the Chord Mojo doesn't register the different frequencies. The shop owner tried the same 3 pieces of music on his LG phone and the Mojo reported the correct frequencies - orange, green and blue, respectively.
Chord have responded to my query as follows - but I don't really understand what they're suggesting - and await clarification.

There is something in the Samsung software that affects the bitrate of the output digital signal and we don't have any control over this.

Will the Note 9 not export the original encoding bit rate / frequency of a file ?
