Phone Locked When Connected to Network

[Android Central Question]

I have an OPPO AX5s on an Optus network, whenever I'm connected to my WiFi or mobile data a screen comes saying "Phone Locked, Please top up the contract phone number and connect the phone to an available network to unlock the phone." it doesn't come up if i turn my Data and WiFi off on my phone and restart it, but as soon as I connect to either one, the screen comes up again. I've done everything i can think to do besides a factory reset, and i don't really want to have to buy a new phone

If this is happening on lock screen I'm thinking it locks that to prevent anyone messing around with those settings until phone unlocked, but going need you to register (for free)to have some back and forth talks to see if that's it .
