Why do I always have a 'insufficient space on device' error message when downloading apps?

[AC Question]

always 'insufficient space on device' error message when downloading apps.

I have used, sd app manager, and I have no apps that can be moved to sd card.
sd card houses, 33mb and has 3.6gb available.
Whatever app i try to download now, the system advises that there is no space available on device.
