Why do I have a frame only around the permanent apps on the Home Page?

[Android Central Question]

When you use another app, it appears to replace one of the permanent apps (phone, messages, settings, camera) on the home page and a frame shows up around that app. Sometimes the app on the home page returns to it's original purpose and sometimes not. Very annoying and frustrating since these are apps I use a lot. Tried looking in Settings and Accessibility, but cannot figure this out -Phil.
