Why no files and media permissions option on permission manager menu android 11

Tried to download a PDF via link and received error message "unable to use Downloads" and was directed to Permissions Manager to enable Files and media. My app is currently limited to media only. No permission option for Files and media enabling exists below the one for Storage (apparently this allows for only media files) as my online search indicates it should. I am running android 11 most recent version. Any help would be appreciated as search came up dry.
Phone Galaxy S20 FE
App was messages but link to PDF could also not be accessed in mail or browser since no way to provide permission for files and media access, only media, as indicated above.

Go to my files app, long press it then tap info>permission>storage is that enable?

My files app handles downloads, pdf files etc..
