Why won't my LG G3 let me download apps??

why wont my LG G3 let me download apps??

I have tried to download apps from both thd app store and the internet and it wont work. I have tried force stopping and clearing cached data for google play services and the download manager. I have tried making a new google account. I have tried restarting my phone and taking out the battery. I have literally tried every suggestion i could find and nothing helps (minus a factory reset) which im not willing to do. My phone doesnt display an error code or anything, it just continuously tries to download an app but it will never start downloading. And i have tried the wifi and data stuff too. I have plenty of storage so thats not the problem either. Any help would be appreciated! Im going crazyy..

Did you clear data/cache from Playstore as well? Also, if there's no error message, then it sounds like a data issue. Are you on WiFi, or network data?
