Why is streaming music starting and stopping (buffering?)

When I stream music from Rhapsody or Beats music on my Samsung Galaxy S4 (Kit Kat 4.4.2) the track often starts to play, plays for 1 second, then stops, pauses for about a second while the play/pause button on the app shows a circular loading symbol, then the track starts again.

Often a track will start and stop 2-4 times in the first several seconds before playing through to the end without stopping. This does not happen with every track, but it happens frequently.

This might happen more over wifi than over 4G, but I a would have to test it more methodically to be sure.

Any ideas on why this is happening, and more importantly, what to do about it?

Do you have any kind of battery manager app on your phone? It might be cutting off the radio to save battery and interfering with the stream?
