Go to Phone
Open up Phonebook
Go to "People"
In the top right tap the 3 dots
choose "Settings"
choose "Filter Contacts"
and "Only show contacts with phone numbers"

There is no setting on my phone to "Filter contacts" and I have same issue as OP. I just tried this on Motorola Droid Maxx 2.

WTF is wrong with Google?

This worked perfectly well in 4. I was able to filter down to only contacts w/ phone numbers in the PHONE dialer.
Since OS5 and OS6 this option has been removed, because stupid?

Is this how we define progress? Removing this kind of filtering?

"you know.. I bet no one wants their dialer not spammed with 100s of email-only contacts, let's remove this feature and never add it back, despite an internet full of people wondering where in the hell this feature went and why".

This is on the Nexus 6 w/ latest 6.0.1 patched to July 5th,2016.

What a ****show.. nice work Android Dev team!

Nexus 6 running Nougat 7.0.1 and STILL not able to filter this.

Again, fantastic work Android Devs. Why not remove the numbers from the dialer entirely. Can't have pesky dialpads cluttering the interface.. right?
