this is not a question about android pay but about seqr (which is also used in the usa i think, i am from Belgium)
i don't yet use seqr but i've read to configure seqr you have to add an account nr of your bank account and then you can test your bank.
i ask myself when you have a smartphone with nfc and you don't have installed and configured seqr and you loose your smartphone: when the finder install seqr: he can add an account (eventually yours account).he has also to add your phone number: but that can be find in your contacts.when he has added an account nr: can he use your phone to pay with seqr?
