I've searched around a bit and can't find an answer to my question. I'm hoping someone out there can offer some answers.

I'm wondering if it would be ok legally to run a business rooting and installing custom recovery and roms? Ok, so maybe its a dumb question but curiosity got the best of me.

Legality probably wouldn't be an issue. You would have to offer in house warranty and support, since the carriers obviously wouldn't. That could get very finicky, and expensive, unless you make it clear that only your people are to do anything that requires recovery. Either that, or start an education section of the business.
