Speech services downloading English update stuck

I have a 6 Pro from Verizon. Every time I restart I get the following notification. "Speech services by Google downloading English (US) update, waiting for network connection."

Of course I'm on the Verizon network and the download never starts. My first thought was that something was set to only download over wifi, so I went to Google settings and changed the Mobile data and Messaging setting to wifi and cellular under Data Management. No change. If I switch to wifi, the notification goes away, like it finished the download, but on restart the message comes back.

Anyone else getting this notification it have any ideas how to make it finish the download?

Why is speec english services trying to download on my phone when i never ok this

I do not approve of Google try to download things on my phone i never asked for or tried to install. I try to cancel and won't let me so I have to turn off phone to make it stop.

Ive got this weird popup in Portuguese that says * Necessário Acesso a Internet *0

I dont know where this came from, im pretty sure its from an apk or some sort
It says * Internet Access Required *0 in English btw

As stated above this is a bug after a recent update for the Speech Services by Google. The quickest fix is force stop the app and clear cache in its Storage section.

I have tried everything everyone says to try.
Nothing stops it. I have a LG v20 & my mom has a K40 and we both have this issue. My dad also but idk which model he has.
Please don't give me repeating answers that were already given. I need a new solution.
And android or google needs to fix this crap.
