phone doesnt charge and vibrates on charger

My daughter and I both got Samsung Galaxy 4s a year ago, my daughter is teling me that her phone is not chargining anymore and just vibrates on the charger. please help could it be the battery?

Alas, it could indeed, and if you had not suggested a possibly faulty battery, that would have been my diagnosis.
