I like to turn down the brightness at night so that the screen isn't blinding, and I was looking at the HTC one m8 but I feel the lowest brightness setting is still to bright. Are there any ways to get the screen darker, either by app or other wise?

There are a few screen dimming apps available--try Screen Filter. Just make sure you don't drop it to 0%, because then you'll hardly be able to see anything on the screen, and it might be difficult to raise it back up. Also, be aware that screen dimming apps sometimes have an odd effect on onscreen buttons, rendering them inactive.
