Why does my display show a Boot animation in an infinite loop (Nexus 7 2012)?

Boot animation infinite loop (Nexus 7 2012)

Hello guys!

I have a big problem: my display shows an infinite boot loop animation. I thought to format my tablet and install custom rom but I need to backup my data before erase all data! How it works?

My bootloader is locked and USB Debugging is disabled.

I have 2012 Nexus 7 Wi-fi edition.

If it's in a boot loop you can't get to the data to back it up with USB debugging disabled. (Which is why I use Tasker to enable USB debugging when I'm at my home wifi - I can always bring the phone home and have USB debugging if Android is running, but it's off if someone "finds" my phone.)
