Why can't I get my Samsung Galaxy Tab 4 wifi and Bluetooth to turn on?

samsung galaxy tab 4 wifi and bluetooth cannot turn on

when i turn on the wifi or bluetooth they will turn off automatically after a few seconds. i have reset to factory but it still doesn't work. pls help
