My samsung galaxy s is stuck in manuel mode with blue bars up top and explanation point in the middle of screen phone will not shut off

Welcome to Android Central! You can usually force a power off by pressing and holding Power for about 10-15 seconds. After it shuts off, wait a few seconds, then try powering on again.
