Welcome to Android Central! Unfortunately, these off-brand devices are notorious for buggy firmware or hardware. There may not be much you can do besides contact the store or the manufacturer--hopefully it's still under warranty.
You could try booting into Recovery Mode, but the process can be different for different devices. Try powering off completely, then press and hold Power and Volume Up, or Power/Volume Up/Volume Down until the device either shows you the Recovery Menu (which is a bunch of small text on a black background) or freezes on the bootscreen again.
