Syncing contacts from Gmail to device

I merged my contacts with Gmail on a Samsung S4, but now appear to have lost them from my device account. This is a nuisance because I use a Samsung app to sync my local contacts with my on-line Hotmail account/Outlook. Can you explain how I can sync my contacts from Gmail back onto the device?

Welcome to Android Central! Can you clarify--did you originally have duplicate contacts on your Device account and Google account on the phone, and then merged them? If so, you probably have to unmerge them again, so that the Samsung app can identify the Device account contacts to sync.
