Why can't I download anything outside of Play Store Apps?

I've scoured the net for help but to no avail. My S4 won't download anything (I've tried images and apks) but it just says download failed. I've tried using a file manager to download but it still says download failed.

Have you checked the unknown source settings in the Privacy settings

Yes I have. I've tried:

• Restarting the phone
• Force stoppping and clearing Play Store/Play Store services cache
• Removing Google Account and Re-adding them
• Removing SD Card

Couldn't figure out how to reply without an account so I made one :/

Have you tried a different browser? What version of Android are you running?

Yes I have, I've tried Adblock Browser (technically Mozilla Firefox). I'm running rooted 5.0.1 but I've had been running it without a hitch for about a month without any problems like this until recently/

Have you changed any app permissions for your browser. The reason I say that is that I installed Android 6 on an old S4 and couldn't download with the browser only to find it didn't have permission to access the storage. Once changing that, it was perfect.

The apps that I download with all have permission to modify/write to SD card

Turns out I couldn't write to internal storage for some reason so I just factory reset my phone and now it works
