Problem with Galaxy Tab S 4G

I using a Galaxy Tab S 4G and I want to add the phone call app in my screen, I see the app already instal and application manager but I don't know how to move it to the main screen please help

Welcome to Android Central! Which phone call app are you talking about? The Phone/Dialer? Do you know if that tablet is capable of telephony? Most 3G/4G enabled tablets don't have telephony, even though the App Manager shows a "Phone" app (e.g., my Nexus 7 with wi-fi only also has a Phone Call Management app in the Settings>Apps>All​ list, but it isn't a functional app for the user).

Yeah I am talking about the phone dialer, it's a 4G samsung Galaxy S Tab

Ok, but do you know if that tablet supports telephony? If it doesn't, I'd suggest using Hangouts Dialer instead.
