google contacts not syncing properly with any android device since 2014

I had a note 2. Summer of 2014 my google contacts stopped syncing properly. I have replaced phone twice, Cleaned up google contacts, Deleted all of my 'circles', attempted sync on device without any other contact managers (for instance verizon). I have done the 'data off, phone off, phone on, data on' approach. I have cleared the contacts cache. I have attempted sync of contacts only. I have created new google account and imported the contacts csv. I have taken phone and hurled it across driveway in fit of frustration. I have tried again. I am about to abandon google or android ecosystem. Someone please help. I just yesterday bought S7 (verizon). Same problem. of 2023 contacts, only 840 will load. Thanks!

Hi, of the missing contacts are they proper contacts - i.e. name and number? It could be a fault with the Note 2 and the syncing of the contacts.
