Internal storage doesn't add up - moto g 3rd gen

I have a Moto g 3rd generation phone running Android version 6.0. I have 8 gig of internal memory. 3.47 of this is used by the OS. That leaves 4.53. I'm getting warnings that I am close to my limit. When I go to "storage and USB", I get a breakdown of storage. This adds up to 2gig but at the top it says I'm using 4.06 of 4.53?
I have cleared cache, removed lots of apps, transferred apps to my sd card and these are the best numbers I can get. I have also now done a factory reset. When I reinstall my apps, I get exactly the same results. Could this be a virus?
Any help would be appreciated.

Hi and welcome to Android Central. No this isn't a virus, most phones block the user from using a certain part of their storage as this is reserved for software updates and app updates. You're best bet would be to either buy an SD card and move all your personal data on to that, such as images, movies etc, or to consider buying a new phone, where it has more than 8gb of internal storage.
