Bricked my phone, Boot loader doesn't give me the reset options

I attempted to Root my phone and it's all gone horribly wrong!
The phone won't start up, just goes to the boot screen. I tried to use the recovery option but I just get a picture of a lying down Android with a red exclamation mark above him.
I may need to reinstall the firmware but that would also involve getting past the boot screen.
