answering a call will not pick up

the phone rings, I pick it up, touch the phone icon to move it over, it doesn't move, phone keeps ringing, I keep trying until the person calling hangs up.

Welcome to the forums. What device do you have? Are you using a custom dialer or just the stock one? You could try booting into safe mode and see if the problem persists. This process will rule out any conflict with a third party app. Tell us how it goes.
