Location not found?:

I have a Samsung Galaxy Note3, everything up to date system wise. I have limited data, so am using wifi to play Pokemon Go. Every time I log in, at the top of the screen outlined in red it says: Location not found. I have my location on, set to high accuracy as far as GPS, on the outer screen, my phone tells me my GPS is set to my location. I have uninstalled and reinstalled the game. Any clue? I have tried the various tips I have found on line but no luck.
