keep getting screen overlay detected when I try to download apps WFT

[AC Question]

When I try to open an app or download a new wallpaper a window pops up that
says Screen overlay detected
To change this permission setting , you first have to turn
off the screen overlay from Settings> Apps
open settings
when I tap the open settings I am at the apps page but there is nothing
for me to turn off.

Seems that this is a BIG PROBLEM someone had a youtube
video to solve it on a samsung phone however I just
got my HTC 10 yesterday 8/26/2016

please help
