my lg v10 has no wifi or bluetooth and is no longer on a network

When i try to turn on wifi or bluetooth it does not turn on. Also i have no options for either in settings.This is on a lg v10 that has no sim card and is no longer in service. The wifi and bluetooth were working fine before and a couple of days ago wifi kept on switching to offline and then finally not connecting at all.

Sounds as if either the ROM or the hardware went bad - it's not possible to guess further without actually having the phone - and then it may just be a process of elimination. (IOW, if reflashing the ROM doesn't fix it, try replacing the motherboard - things like that.)
