why will my Samsung Galaxy Tab 2 only charge while powered off?

if the battery goes totally dead I have to unplug the battery to get it to reboot. If plugged in while on the battery just keeps diminishing, I have already replaced the battery and the charging port cable. that should be the entire power system. thank you for your answers.
