What tab do you have? What OS version are you running? What have you tried? Have you put this into a Google search?

Do you have a wifi router (in your house or apartment) that's supplying a wifi signal? (They don't just appear - you have to supply one.)

The constant ringing could be an indication that the tablet has a physical problem or a corrupted ROM, and has to go to a repair shop.
