Switching phone help needed

[AC Question]

I have a government phone through Q-link that runs on the sprint network. I was given a LG LS 990 with a MSL code. I want to switch from the old phone, a Moto E 2ed generation to the LG LS 990. Q-link will not help......do I have a paperweight of a LG?
