Why are the Samsung Pay notifications only working for some credit cards?

I recently updated my S7 to Nougat. I no longer receive notifications for my American Express transactions. I do receive for my Citibank ones. I have set "Notification" to "Receive Notifications". Is anyone else experiencing this? I really liked getting nofified of all my Amex transactions both when using Samsung Pay as well as when using the card. Is there a fix?
