Drawing over other apps permitted but it still doesn't allow

I am using an LG G4 with 6.0. I just tried to set up the Email app with microsoft. It wont allow it to do anything until i give it permissions. To do that i need to go to the which apps can draw over bla bla. I go there and it already allows drawing over other apps. It is set to Yes already. I go through apps to try and force it permissions but it still wont allow. Any guides ive seen on google just have totally different versions of andriod fixes.

Any suggestions. Any way to just remove this crappy feature for good?
