what to do when phone charges only when turned off

when I turn my Micromax Q439 off it chages only when turned off.What to do then?

Welcome to Android Central! When it's on, are you trying to charge from a wall outlet or a computer USB port? The latter will charge much more slowly, and if you're actively using the phone, the battery level might even go down.
