Why is the warning bar in the data usage settings gone

Ok so I got my service around my birthday and I have the warning bar I used as a kinda guild line for each day so I don't go over and now since I have been getting my service every month it disappears how do I make it reappear without no apps so I don't have to download something?

Perhaps you turned that function off. In data usage you should have a setting to do that..
