My Android Tablet got issued after i uses a Factory reset.. What should i do??

Hello...
So today I was planning to use Factory reset in my rooted Tablet just for avoid lag. But what happened next?? When it finished, I got these following problems:
+ When starting doesn't show Setup Wizard
+ Can't press the Home button anymore (4 soft-keys in my tablet: Back/Screenshot/Home/Recent)
+ When I tried to download something from Google Play, apps keep saying "Pending download" even I did not install anything! (I even checked on the My App in there too)
+ Can't show Notification in the notification bar

This is really annoying me right now! Any help? I would be so much appreciated if someone helps :D

P.S: I'm just a beginning here. So can any helpers explain step-by-step?
 
Reflash the stock ROM. (How you do that depends on the make and model of tablet, so go to XDA Forums, put the name of the tablet into the search box (upper right), then look for threads about flashing ROMs for that tablet. (And I hope you have anything important backed up to at least a cloud account - flashing a ROM wipes the tablet.

(And a beginner shouldn't be rooting things - there's no need for you to have root, and you don't understand what rooting is or how it works - except that now you understand that if not done properly, it can ruin your tablet.)
 
Well if i want to reflash my ROM right now, i might have to use a USB cable from my tablet to pc, but this function has been error. What should i do now?
 
Since the firmware isn't working, you have to reflash the firmware. That's the first step (other than making sure that anything important is backed up). If the USB port doesn't work, you'll have to have it fixed first. If you can't do that, you'll just have to buy a name-brand tablet.
