Welcome to Android Central! It depends on the maximum amperage of the charger and what level the battery is at when you start charging. What do you mean by "local charger"?

It also depends on how old the battery is, and how badly it's been misused. A battery that's about to go will take quite a few hours to charge from 40% to 100% (if it ever reaches 100%).
