i have a fairly new Nexus 7 2013 32gb. i've gone through the setup screens. under setup/WIFI the icon is filled solid. i go to the wifi screen and its on 'saved' most of the time. occasionally it will switch to "connecting" and occasionally to "WIFI connection failure." i even when its on "saved", i cannot get a WIFI signal. so i cannot get a WIFI signal at all.
