Can I hook up Toshiba laptop to my Android phone or zTE or my TV which is Sanyo

Depends on what your laptop is capable of. Usually they do support external monitors, so as long as you connect the right adapter (either VGA or HDMI directly) into your TV that should work. Some laptops require you to press a certain key combo to activate multiple screens.

As for doing it to your Android devices, that would require a VNC app previously installed in the laptop and Android device, and usually, this also requires you to accept the connection on the computer. If it's running Windows, however, Microsoft remote desktop app might work if you didn't block access on your laptop and are in the same network. This would ask for your login credentials, so no need to 'accept' the connection in the laptop.
