turning off sync has not prevented my searches from showing up on family member's phone

I went in to the google setting and disabled sync. In fact I turned off all the sync options. I did this on my phone as well as doing it on my PC. Despite this, my internet searches are still showing up in the google search bar drop down when my family member uses her phone. How can this be?

On your phone - go into the Google app, tap the 3 vertical dots in the top right. Select Settings then select Settings again. On there you can adjust the account used for searches, this is what will sync the searches to the account selected.

Alternatively - I suggest each person has their own account.
