why wont my settings open or work

i have a viking pro tab and my settings wont open or work

Welcome to Android Central! What happens when you try to go to the system settings -- do you get an error message? Does this persist after a reboot, or in Safe Mode? On most Android devices, while powered on, press and hold Power until the Power Off menu appears. Press and hold the Power Off selection until the Safe Mode prompt appears. Tap OK.
