Can a faulty Sim Card cause phone not to send/receive mms ( pics )

Its ATT and APN is locked . Strangely- I took out sim and got TextNow app which gave me free # over wifi and i was able to do so- perhaps ruling out the phone.

The SIM card is what identifies your device to the mobile network. If the SIM card is faulty it almost certainly can cause a failure to send/receive SMS/MMS.
