Why is my phone say low memory when its empty...HELP Please!!!!

I did a Hard Factory Reset, and now my phone says low storage even though it says 3.13GB free space directly under it.
It will not let me install anything.
I cleared cache everywhere!!!

I have a LG Stylo i bought 3 years ago.

Running lollipop 5.1.1

I have a 8gb SD card.

There is no apps installed other then what comes with the phone as bloatware.

Im extremely frustrated.
And yes i am aware this is a crappy phone and need a new one....untill that is an option i want to fix it.
