Why won't my note 8, running 7.1.1, update to the latest version available for the note 8.

My best guess is that it's a Verizon phone using at&t service.

Most likely. IF the update is available, doing so OTA might be blocked to a certain carrier (I know ATT used to do that for their phones, I thought Verizon didn't). But if there is an update available, you should be able to use Smart Switch on a PC to do the update. Or take it to a Best Buy with a Samsung Experience area and they can do it for you, too.
