why isn't my phone reseting

Well i had forgot my password and i looked it up online and it said to do factory reset and clear all data to disable security systems, the I reset and it said Hello there on the screen so after you click your wifi options it gives you two choices to go back to your old account or make a fresh start but when went to click it it automatically went back and it just kept going back to the original page no mater how long i press it now i'm stuck in the same mode because i wiped everthing
Please help this phone was my birthday gift from my parents

Welcome to Android Central! Which phone? It's probably expecting you to enter the Google account/password originally associated with the phone (which is Factory Reset Protection). Are you entering your Google account and password? Or did this phone belong to someone else before you? In that case, it would be expecting that previous owner's password. Remember, we're talking about the Google account password, not the lockscreen password.
