How do I enable it already tried to restart and update and it nothing changed

Welcome to Android Central! Android System Webview is disabled by default on Nougat and above, because Chrome handles Android System Webview's functions. Don't worry about enabling it, unless you want to disable Chrome for some reason.

Just to clarify a bit more, you can only have one enabled at a time because the OS will not allow you to enable both SWV and Chrome. In the off chance you do have a problem with SWV, there have been a few cases where a user had an SWV related problem where to disable Chrome, enable SWV, update SWV in the Play store, then re-enable Chrome (which automatically disables SWV) to fix it.
